Synopsis of Program

With the goal of encouraging research independence immediately upon obtaining one's first academic position after receipt of the PhD, the Directorate for Computer and Information Science and Engineering (CISE) will award grants to initiate the course of one's independent research. Understanding the critical role of establishing that independence early in one's career, it is expected that funds will be used to support untenured faculty or research scientists (or equivalent) in their first three years in a primary academic position after the PhD, but not more than a total of five years after completion of their PhD. One may not yet have received any other grants or contracts in the Principal Investigator (PI) role from any department, agency, or institution of the federal government, including from the CAREER program or any other program, post-PhD, regardless of the size of the grant or contract, with certain exceptions noted below. Serving as co-PI, Senior Personnel, Postdoctoral Fellow, or other Fellow does not count against this eligibility rule. Grants, contracts, or gifts from private companies or foundations; state, local, or tribal governments; or universities do not count against this eligibility rule.

It is expected that these funds will allow the new CISE Research Initiation Initiative PI to support one or more graduate students for up to two years. Faculty at undergraduate and two-year institutions may use funds to support undergraduate students, and may use the additional RUI designation (which requires inclusion of a RUI Impact Statement) -- see https://www.nsf.gov/funding/pgm_summ.jsp?pims_id=5518 for additional information. In addition, submissions from all institutions may use funds for postdoctoral scholars, travel, and/or research equipment.

 

Award Information

Anticipated Type of Award: Standard Grant

Estimated Number of Awards: 55 to 60

CISE expects to make 55 to 60 awards each year.

Anticipated Funding Amount: $10,000,000

CISE expects the total funding to be up to $10,000,000 each year, subject to the availability of funds.

Each award will be up to $175,000 for up to 24 months.

Who May Submit Proposals:

Proposals may only be submitted by the following:

  • Institutions of Higher Education (IHEs) - Two- and four-year IHEs (including community colleges) accredited in, and having a campus located in the US, acting on behalf of their faculty members. Special Instructions for International Branch Campuses of US IHEs: If the proposal includes funding to be provided to an international branch campus of a US institution of higher education (including through use of subawards and consultant arrangements), the proposer must explain the benefit(s) to the project of performance at the international branch campus, and justify why the project activities cannot be performed at the US campus.
  • Non-profit, non-academic organizations: Independent museums, observatories, research labs, professional societies and similar organizations in the U.S. associated with educational or research activities.

Who May Serve as PI:

Only one principal investigator per proposal is allowed; co-principal investigators and senior personnel are not permitted. Please see Additional Eligibility Information below for more information on who is eligible.

Limit on Number of Proposals per Organization:

There are no restrictions or limits.

Limit on Number of Proposals per PI or Co-PI:

A PI may submit one proposal per annual competition.

In addition, a Principal Investigator may not participate in more than two CRII competitions. Proposals that are not reviewed (i.e., are withdrawn before review or are returned without review) do not count toward the two-competition limit.

The PI may not submit a CRII proposal in the same calendar year in which he/she submits a CAREER proposal. A CRII proposal submitted in the same calendar year as a CAREER proposal by the same PI will be returned without review.

Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science (NSF INCLUDES)

 

This solicitation is a call for NSF INCLUDES Alliance proposals only.

 

NSF INCLUDES (Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science) is a comprehensive national initiative designed to enhance U.S. leadership in science, technology, engineering, and mathematics (STEM) discoveries and innovations by focusing on broadening participation in these fields at scale. The vision of NSF INCLUDES is to catalyze the STEM enterprise to collaboratively work for inclusive change, which will result in a STEM workforce that reflects the population of the Nation. The initiative is developing a National Network composed of NSF INCLUDES Design and Development Launch Pilots, NSF INCLUDES Alliances, an NSF INCLUDES Coordination Hub, NSF-funded broadening participation projects, other relevant NSF-funded projects, scholars engaged in broadening participation research, and other organizations that support the development of talent from all sectors of society to build an inclusive STEM workforce. The successful implementation of NSF INCLUDES will result in substantial advances toward a diverse, innovative, and well-prepared STEM workforce to support our Nation’s economy and continued U.S. leadership in the global STEM enterprise. It is anticipated that NSF’s investment will contribute to new and improved STEM career pathways, policies, opportunities to learn, and practices for equity and inclusion. The initiative will be supported by the NSF INCLUDES Coordination Hub (NSF 17-591) that will provide a framework for communication and networking, network assistance and reinforcement, and visibility and expansion for the NSF INCLUDES National Network as a whole.

This solicitation offers opportunities for NSF INCLUDES Alliances. The critical functions of each NSF INCLUDES Alliance are to:

  1. Develop a vision and strategy (e.g., problem statement and theory of change) for broadening participation in STEM along with relevant metrics of success and key milestones/goals to be achieved during the project’s lifecycle;
  2. Contribute to the knowledge base on broadening participation in STEM through broadening participation and implementation research, sharing project evaluations, data, new scientific findings/discoveries, and promising practices;
  3. Develop multi-stakeholder partnerships and build infrastructure among them to decrease social distance and achieve progress on common goals targeted by the Alliance;
  4. Establish a "backbone" or support organization that provides a framework for communication and networking, network assistance and reinforcement, visibility and expansion of the Alliance and its partners, that will collaborate with the NSF INCLUDES Coordination Hub;
  5. Advance a logic model or other heuristic that identifies Alliance outcomes that reflect implementation of change at scale and progress toward developing an inclusive STEM enterprise.

Collectively, the set of NSF INCLUDES Alliances are to:

  1. Participate in a network of peer alliances to achieve long-term goals of the NSF INCLUDES program;
  2. Collaborate with the NSF INCLUDES Coordination Hub to build critical knowledge that shows measurable progress toward long-term goals; and
  3. Work to build on-ramps for other organizations and broadening participation stakeholders to join in and expand the NSF National Network.

All NSF INCLUDES Alliance proposals should describe the results they expect to achieve in broadening participation in STEM. Each proposal must explain how they will build the infrastructure to foster collaboration and achieve impact by emphasizing the following five characteristics of the NSF INCLUDES Program: a) Vision, b) Partnerships, c) Goals and Metrics, d) Leadership and Communication, and e) the Potential for Expansion, Sustainability and Scale.

Vision: Every NSF INCLUDES Alliance proposal should describe the vision of what the Alliance aspires to achieve. What will be different in the landscape of broadening participation in STEM as a result of the efforts of this Alliance?

Partnerships: Partnerships and networks are at the heart of the NSF INCLUDES National Network, and Alliance proposals should include a plan for creating a platform for partnerships and collaborative action that includes a "backbone" or support organization. How will the Alliance partners engage an expansive community in a shared vision of the importance and power of broadening participation for scientific innovation? Why is the partnership that is being developed the right partnership to achieve the vision?

Goals and Metrics: Alliance proposals should delineate how the partnerships and networks will develop and be driven by shared goals, available evidence from research that forms the basis for the plans, and the metrics and milestones that define the pathway to achieving the vision. Robust data collection plans and implementation research will need to be included, to facilitate evidence-based decision making and adjustments as the Alliance matures.

Leadership and Communication: Alliance proposals should provide details for how the Alliance will build and strengthen capacity for leadership and communication among collaborating organizations and individuals to create opportunities and enact inclusion in STEM.

Expansion, Sustainability and Scale: Finally, Alliance proposals should discuss how the collaborative infrastructure building process will ultimately lead to: expansion (more partners joining the movement), sustainability (more long-term connections being made), and implementation of change at scale (a likelihood for collaborative change to lead to change on a broad scale).

Synopsis of Program

The BIGDATA program seeks novel approaches in computer science, statistics, computational science, and mathematics, along with innovative applications in domain science, including social and behavioral sciences, education, biology, the physical sciences, and engineering that lead towards the further development of the interdisciplinary field of data science.

The solicitation invites two categories of proposals:

  • Foundations (F): those developing or studying fundamental theories, techniques, methodologies, and technologies of broad applicability to big data problems, motivated by specific data challenges and requirements; and
  • Innovative Applications (IA): those engaged in translational activities that employ new big data techniques, methodologies, and technologies to address and solve problems in specific application domains. Projects in this category must be collaborative, involving researchers from domain disciplines and one or more methodological disciplines, e.g., computer science, statistics, mathematics, simulation and modeling, etc.

Proposals in both categories must include a clear description of the big data aspect(s) that have motivated the proposed approach(es), for example: the scalability of methods with increasing data volumes, rates, heterogeneity; or data quality and data bias; etc. Innovative Applications proposals must provide clear examples of the impacts of the big data techniques, technologies and/or methodologies on (a) specific domain application(s).

Proposals in all areas of sciences and engineering covered by participating NSF directorates and partnering agencies [the Office of Financial Research (OFR)], are welcome.

About 27-35 projects will be funded, subject to availability of funds.

Anticipated Funding Amount: $26,500,000

Up to $26,500,000 will be invested by NSF and the Office of Financial Research (OFR), in proposals submitted to this solicitation, subject to the availability of funds. Up to $9,000,000 will be invested by Amazon Web Services (AWS), Google, and Microsoft (up to $3,000,000 each) in the form of cloud credits/resources.

Projects will typically receive NSF funding in the range of $200,000 to a maximum of $500,000 per year, for 3 to 4 years of support. The minimum award size will be $600,000 of total NSF/OFR funding, reflecting the minimum expected level of effort for BIGDATA projects, which are expected to be multidisciplinary in nature and include significant student involvement. Any allocation of cloud credits/resources from AWS, Google or Microsoft will be in addition to the NSF/OFR funding.

Agriculture and Food Research Initiative - Agriculture and Natural Resources Science for Climate Variability and Change Challenge Area

This AFRI Challenge Area focuses on the priority to mitigate and adapt to climate variability and change. It supports activities that reduce greenhouse gas emissions, increase carbon sequestration in agricultural and forest production systems, and prepare the nation's agriculture and forests to adapt to variable climates. The long-term outcome for this program is to reduce the use of energy, nitrogen fertilizer, and water by ten percent and increase carbon sequestration by fifteen percent through resilient agriculture and forest production systems. In order to achieve this outcome, this program will support multi-function Integrated Research, Education, and/or Extension Projects and Food and Agricultural Science Enhancement (FASE) Grants.

Introduction

The NASA Missouri Space Grant Office is accepting proposals to extend the Consortium’s capabilities and enhance collaborations with Missouri academic institutions that are not permanent members. The Office expects to award a total of approximately $69,000 under this solicitation for proposals with anticipated funding levels ranging from $7,500 to $15,000 per proposal. This call is dependent upon availability of FY 2017 funds. Proposals for lesser amounts will be considered. Note that, excluding fellowships and scholarships, a one-to-one cost share match is required for all funds awarded as a result of this solicitation. The Missouri Space Grant Office reserves the right to partially fund proposals if deemed appropriate.
The main mission of the Consortium is to maintain and enhance, through the State's research universities and corporate partners, the Nation’s workforce capabilities in aerospace and space related science, engineering, and technology; and to aid in the dissemination of NASA related information to students, faculty, researchers, and the general public. The primary goal of the Consortium is to inspire, motivate, recruit, educate, and train students to be competent researchers at all academic levels in order to help meet Missouri’s and NASA’s need for skilled, knowledgeable, diverse, and high-performing professional scientists, engineers, technologists, and educators specializing in the fields of interest to NASA.

Small Business Technology Transfer Program Phase I (STTR)

The National Science Foundation’s Small Business Technology Transfer (STTR) program provides non-dilutive funds for small businesses to conduct research and development (R&D) on technology innovations that have the potential to be commercially successful and benefit society. The NSF SBIR/STTR program accepts innovative proposals that show promise of commercial and societal impact in almost all areas of technology.

This solicitation calls for STTR Phase I proposals to undertake R&D with the aim of establishing technical feasibility of an innovation. Successful applicants will receive a grant of up to $225,000 to undertake a Phase I project over a period of 6 to 12 months (the period to be nominated by the company). The STTR program requires that the awardee small business undertake a portion of the R&D via a subaward to a non-profit research institution.

Successful STTR proposers will receive funding about 6 months after the solicitation deadline date. Companies that receive a Phase I award are eligible to apply for a Phase II award (award amount up to $750,000; duration 2 years). SBIR/STTR Program Directors host webinars in the weeks leading to the proposal deadline.   4. NSF FastLane - register company and Principal Investigator (PI)

An organization may submit no more than ONE Phase I proposal to this SBIR/STTR cycle (where SBIR/STTR cycle is defined to include the SBIR Phase I solicitation and the STTR Phase I solicitation with a December 5, 2016 deadline). This eligibility constraint will be strictly enforced. In the event that an organization exceeds this limit, the first proposal received will be accepted based on earliest date and time of proposal, and the remainder will be returned without review. No exceptions will be made.

Any proposal submitted in response to this solicitation should be submitted in accordance with the revised NSF Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 16-1), which is effective for proposals submitted, or due, on or after January 25, 2016.

Agriculture and Food Research Initiative - Agriculture and Natural Resources Science for Climate Variability and Change Challenge Area

This AFRI Challenge Area focuses on the priority to mitigate and adapt to climate variability and change. It supports activities that reduce greenhouse gas emissions, increase carbon sequestration in agricultural and forest production systems, and prepare the nation's agriculture and forests to adapt to variable climates. The long-term outcome for this program is to reduce the use of energy, nitrogen fertilizer, and water by ten percent and increase carbon sequestration by fifteen percent through resilient agriculture and forest production systems. In order to achieve this outcome, this program will support multi-function Integrated Research, Education, and/or Extension Projects and Food and Agricultural Science Enhancement (FASE) Grants.
